/api/vote(GET + POST) — seefunctions/api/vote.ts - Storage: Cloudflare KV (binding name
VOTES) — operator must provision via Cloudflare dashboard (Pages → Settings → Bindings) BEFORE votes persist. Until then, Function returns 503 with honest error. - Fallback: while backend returns 503, this page falls back to
localStorage(browser-local only). - Rate limit: basic IP-based 10/min (Worker isolate-local; production should add Cloudflare Turnstile + KV-backed rate limit).
- Audit log: minimal (KV holds last aggregate only). Phase 4.5-impl-v2 should add R2-backed immutable append-only log.
